About UUPTWA

Usthi United Primary Teachers’ Welfare Association “This struggle is for the interests of students, teachers, and education.” Usthi United Primary Teachers’ Welfare Association (UUPTWA) is a non-political, independent, and voluntary organization formed by in-service primary teachers of West Bengal. The Association is dedicated to protecting and promoting the rights, welfare, and professional dignity of primary teachers, while simultaneously working toward the holistic improvement of the primary education system.

Background & Rationale

Although the State strictly adheres to NCTE norms for teachers’ qualifications, in line with other states, the remuneration structure of primary teachers in West Bengal remains significantly lower. This long-standing disparity adversely affects teachers’ morale, professional dignity, and motivation, ultimately impacting the quality of education delivered to students.

Recognizing these challenges, UUPTWA was established to create a united, inclusive, and democratic platform where teachers can collectively raise their voices, share experiences, and work together toward meaningful and sustainable reforms.

Vision & Purpose

UUPTWA aims to unite primary teachers to collectively advocate for:

• Legitimate and just pay scales and service benefits
• Parity with NCTE norms implemented by other states
• Systemic improvement in primary education
• Protection of teachers’ rights and job security
• Social welfare support for teachers and their families during emergencies

Who Can Join

Membership is open to:

• In-service primary teachers
• Teachers appointed through state selection processes

Key Activities

UUPTWA actively engages in:

• Legal and policy advocacy on issues such as TET, recruitment rules, and pay disparity
• Awareness campaigns on service-related rights and entitlements
• Demand to ensure class-wise teacher appointment
• Welfare initiatives supporting teachers and their families in times of need
• Providing an open forum for dialogue in Bengali, Hindi, and English
