The inception of Usthi United Primary Teachers’ Welfare Association (UUPTWA) is greatly linked to a very logical demand conceived by a handful of teachers majorly from the Tollygunge Circle, Kolkata in 2017. To be brief, the demand was for pay hike owing to mandatory enhancement in minimum essential qualification stipulated after the enactment of RTE Act, 2009. With limited resource and manpower, the teachers lodged a petition in the High Court, Kolkata. Later, it was widely known as the ‘Bela Saha Case’.

However, observing the Government’s procrastination in attending the case, the same teachers felt the need of unification to put forward rigorous agitation to the Education Department. A small union, namely West Bengal United Primary Teachers’ Association was formed in 2018. It is hardly believable the association had no permanent office to officiate from.

At such a moment of hurry, a teacher who resides at Usthi in the South 24 Parganas kindly lent an address for use in official purposes. To commemorate that hearty contribution the name ‘Usthi’ was annexed. In the same time UUPTWA experienced immense spontaneous support from teachers all across the state.

The pinnacle of the legitimate demand was reached on 26th July, 2019; the demand was taken care of and subsequently partly fulfilled — but it came in exchange of huge sacrifice in the form of sit-in protest, rally, public meeting, relentless pursuance and finally hunger strike on the streets of Salt Lake, Kolkata.
